Biomass debris is historically a problem for the seven-county region, Yuba, Yolo, Colusa, El Dorado, Sutter, El Dorado, Placer and Nevada counties. (Sacramento is excluded already has a biomass plan). Climate related events have exacerbated the issue and created many more tons of debris than in past years. Biomass debris deposited in landfills emits methane gas which has been found to have a greater impact on climate change than carbon dioxide emissions. To reduce methane emissions, California passed S.B. 1383, California’s Climate Pollutant Reduction Strategy requiring cities, counties, large businesses, and dense residential developments to have organic waste recycling facilities by 2025 or be assessed fines and penalties. Small population cities, counties and rural areas were granted exemption until 2027 but will need to comply. This feasibility study addresses the possibility of locating a Biomass Recycling to Energy Facility in up to 2-5 areas in the seven-county area to comply with the law and meet recycling goals and develop renewable energy.

A feasibility study for a biomass recycling-to-energy facility is a comprehensive assessment to determine if such a project is viable from technical, economic, environmental, and social perspectives. It aims to provide stakeholders with the information needed to make informed decisions about proceeding with the project.
